摘要
从七十年代末中国实行对外开放以来,逐步采取外向型发展战略,由此不断地推动了国际贸易的发展,鼓励了外商在华的投资,使中国在世界经济舞台上变得更加的活跃,开放政策的成功,表现在中国快速增长的世界贸易份额上。近年来,大量的投资和高科技不断地涌入中国的经济发展中。当然,对中国来说,茶叶作为一种贸易商品,不能被排除在外。但是,这几年,我国的茶叶市场相比较其他产茶国,其前景令人不容乐观,因此,我们茶业界提出了要全面参与多边贸易体系,大力实施市场多元化战略。实行市场多元化战略,将为我国赢得更多的外汇,避免和防范风险,巩固和加强中国经济的改革,为进入世界市场提供更好的入口,同时也为中国在同其它国家在处理经济贸易争端和具体的程序规则方面提供一个多边框架体系。
ABSTRACT
Since the late 1970s, with the open door policy, China has gradually adopted an out-ward-oriented development strategy, increasingly promoting international trade, encouraging foreign investment, becoming more active in the world economy. The success of the open-door policy is reflected in China’s rapidly expanding share of world trade, the substantial flow of investment and technology into Chinese economy growth and development in China in recent years. Of course, for China, tea as a kind of trade commodity couldn’t be expelled outside. Nevertheless, the outlook of Chinese tea market isn’t optimistic compared with other country which plant the tea. Our tea department set an emphasis on full participation in the multilateral trade system and implementing the market multi-pole strategy. Executing the market multi-pole policy will earn more foreign exchange, avoid and prevent the risk of the tea foreign trade, will consolidate and deepen China’s economic reforms, will provide the better access to global markets, and also provide a multilateral framework of the rules and dispute settlement procedures to manage China’s expanding trade and economic relations with other countries.

90年代初,针对我国茶叶对外贸易市场过于集中在发展中国家和少数发达国家和地区的问题,为减少风险,增强我国在国际市场的应变能力,在总结历史经验和国际上众多国家经验的基础上茶叶界提出了茶叶出口市场多元化战略,提出了在保持原有的市场的同时,努力开拓新的市场战略目标。但是,这一战略实行的结果却收效甚微。本文将从探讨出口市场分布体系入手,对茶叶出口市场多元化战略进行重新审视与评价。

一、我国茶叶出口市场分布体系的特点
